High Incidence
Although exceptionality labels do not predetermine the location or intensity of services they do assist with special education eligibility and professional qualifications for providers who work with those students. The Kansas State Department of Education and Kansas teacher preparation programs recognize High-Incidence exceptionalities as conditions characterized by relative frequency of occurrence and milder impact on major life functions. Examples of High-Incidence exceptionalities include but are not limited to: learning disabilities (LD), attention deficit disorder (ADD), attention deficit hyperactivity disorder (ADHD), speech and language issues, mild intellectual disability, and developmental delays. Although gifted students and those with emotional disturbance are also relatively rare, they are included in the High-Incidence category because of the nature of the interventions required for student success within those categories.
